Civic NGV is offered in the USA and Canada too but only certain states and provinces (ones that have a station network) and you used to be able to by a home filling adapter (PHILL) but that company went under. One can always convert a gas civic to dual fuel which the Civic NGV is not which is more practical in my opinion

Good point, If they fine-tune the law like this it will make more sense. My opinions is that we need cheap raw materials, not matter what form they are. High energy costs make every product more expensive, it creates inflation.
