Water does not separate into hydrogen and oxygen when it evaporates. It simply turns into a vapor. TO separate hydrogen and oxygen from water, it would take more energy then you get back when you recombine them (burning the hydrogen). Hence the device described in the article is simply IMPOSSIBLE...
