Consider this -- most people have access to cash; not everyone has access to plastic. The credit card companies charge the merchants a fee for their services. The merchants are supposed to absorb this fee as the cost of doing business. They are NOT supposed to pass on the fee to the customer. Sadly, the opposite is true.

In effect, you are being punished for using credit cards. Report this merchant to the credit card companies.
